    Development of a draft toolkit

Based on the outcomes of the four regional workshops, a draft toolkit has been being developed for the development of a general chemicals management legal framework.

The toolkit includes a background discussion consisting of a review of existing legal and institutional infrastructures paying special attention to the gaps to be addressed within the SAICM process, as well as a guidance document providing a template for developing a national chemicals management legislation and a discussion of the key issues to take into account for building relevant infrastructures given the specific context of the country/ sector/ product considered.

The toolkit focuses on the initial preventive steps in the supply chain of chemicals that are to be taken before or when chemicals are placed on the market, often called “Chemicals Control”. These include scientific assessment, pre-market/pre-manufacture registration, and the design of relevant institutional infrastructure and arrangements to facilitate their effective implementation.
