The Toolkit on Development of Legal and Institutional Infrastructures is the core output of the KemI-UNEP project. In effect, the toolkit will provide practical guidance for all governments on how to build efficient infrastructures for meeting SAICM’s target for the Sound Management of Chemicals, while a secondary outcome is the capacity building achieved through regional workshops and testing the guidance in pilot country projects that form the iterative process of developing the toolkit. The development of the toolkit complements the UNDP-UNEP Partnership Initiative as developing appropriate legal and institutional infrastructures is an essential component for mainstreaming the Sound Management of Chemicals into national development planning. The development of the toolkit is also closely linked with UNEP Chemicals Branch on Development and Testing of Guidance on Economic Instruments, as economic instruments do not operate in a legal and institutional vacuum. Both documents are intended to feed into the mainstreaming process. The toolkit focuses on the initial preventive steps in the supply chain of chemicals that are to be taken before or when chemicals are placed on the market, often called “Chemicals Control”. These include scientific assessment, pre-market/pre-manufacture registration, and the design of relevant institutional infrastructure and arrangements to facilitate their effective implementation.
