UNEP LIRA Guidance

Expert Group

After completion of the two background projects, an Expert Group comprised of experts in legal and institutional infrastructures and the use of economic instruments with knowledge of the context of developing countries and countries with economies in transition was set up in 2010 to coordinate the development of the LIRA-Guidance.

The objectives of the Expert Group are to:

• Provide advice on the structure and content of the Guidance with particular emphasis on the needs of developing countries;
• Provide advice on the country testing and demonstration program to be carried out during the project, including the work programme for the consultants responsible for the further development of the Guidance;
• Assess the “lessons learned” reports and recommendations for amendment of the Guidance in the final stages of the project;
• Make recommendations for the development of the awareness raising campaign for the project;
• Discuss future needs and potential activities.

The 1st Expert Group meeting, held on 29-30 April 2010, discussed the preliminary integration of the guidance material and ways forward for the development of the Guidance.

The 2nd Expert Group meeting, held on 1-2 November 2010, provided a series of recommendations for further refinement of the Guidance.

A 3rd Expert Group meeting will be held in 2012 to provide advice for incorporating the lessons learned from the country workshops and national demonstration projects.
