UNDP Technical guide for Integrating the Sound Management of Chemicals in MDG-Based policies and plans (2009)
The UNDP Technical Guide provides a systematic approach to countries to help assess their capacity for sound management of chemicals, identify needs, and ultimately “mainstream” or incorporate identified priorities into national MDG-based development policies and plans. Following a step-by-step approach, the Technical Guide describes in detail the mainstreaming methodology, while addressing key considerations and providing “how-to” information associated with each step.

ICCM2 Information Paper: “Views of Developing Countries and CEITs on the Issue of Mainstreaming (Integrating) SMC Priorities into Development Planning” (2009)
This document was developed on the basis of the conclusions of the four regional workshops held in four developing countries and countries with economies in transition throughout 2007-2008 within the UNDP-UNEP Partnership Initiative. It was presented at the Second Meeting of the International Conference on Chemicals Management (ICCM2), to support deliberations on the topic of mainstreaming (integrating) sound management of chemicals priorities into development policies and plans by all governments under agenda point 4(e) (e) Financial and technical resources for implementation.
The Information Paper gathers views held in common by environment, health and finance/development planning ministries from 22 developing countries and countries with economies in transition (CEITs) regarding the issue of mainstreaming.
Mapping the Mainstreaming Process (2009)
This document contains a mapping of the process countries typically go through to advance their national chemicals management regime. Developed as part of the UNDP-UNEP Partnership Initiative, it served as the basis for activities taking place within the initiative, including national level implementation of country projects and the development of the toolkit on mainstreaming the Sound Management of Chemicals into development planning. In addition to the general chart of the five steps generally undertaken, each step is explained in terms of its purpose, goals and rationale.

This document supported by the Government of Norway provides supplemental guidance for Step 4a of the UNDP-UNEP PI. It addresses economic cost-benefit analysis of potential investments to improve the sound management of chemicals in developing countries and countries with economies in transition, including documenting the trade-offs of different approaches.
Research Guide for Assessing National Capacities for Environmental Economics in Developing Countries and Countries with Economies in Transition [2009]
This document has been developed as a first step to identify practical approaches for strengthening environmental economics capacities in developing countries and countries with economies in transition. Its aim is to assist a junior economist hired locally in assessing the current national capacities for conducting economic analysis within pilot countries already partnering with the UNDP-UNEP Partnership Initiative.
Curriculum Outline for a 5-Day Training Course in Economic Cost-Benefit Analysis Relevant to Policies for Sound Management of Chemicals (SMC) [2009]
This 5-day training course has been developed to support practitioners in developing countries and countries with economies in transition with some basic training in economic analysis and chemicals management policies and practices begin economic analysis. It seeks to illustrate a path forward for these countries with the understanding that circumstances can be improved over time even if initially economic analysis capabilities will generally not be at a level conveyed (though rarely practiced) in theoretical economics textbooks or the economic analyses typical of governments in developed economies.

Guidance for National Governments on the use of Economic Instruments for Cost Recovery of Sound Management of Chemicals {In preparation} (2009)
This guidance constitutes one of the main outputs of the project on Development and Testing of Guidance on Economic Instruments. The aims of the guidance are to present examples of economic instruments implementation for chemicals management as well as to develop a set of criteria for successful implementation and use of these instruments, with an emphasis on specific conditions of developing countries and countries with economies in transition. The guidance is currently being developed.
