Development and Testing of Guidance on Economic Instruments

One aim of SAICM implementation is to foster a self-financing process for Sound Management of Chemicals at the national level. To this end, the SAICM Overarching Policy Strategy statements on Financial Considerations (V.29.a), encourages assessing and adopting economic instruments that can serve to internalize the full costs of chemicals production, consumption and disposal where appropriate.

The 24th UNEP Governing Council also specifically requests that UNEP provides technical assistance to member countries, particularly developing countries and countries with economies in transition (CEITs), on the effective use of economic instruments at the national and regional levels. In response, the UNEP Chemicals Branch, with the generous support of the Norwegian Government, aims to provide guidance to policymakers on the use of economic instruments for achieving Sound Management of Chemicals, with a focus on financing issues.
