The Stockholm Convention (Article 7) requires each Party to develop a plan for implementing its obligations under the Convention. These plans are called National Implementation Plans (NIPs) and should be submitted to the COP within two years of entry into force of the Convention for each Party.

An interim financial mechanism with the Global Environment Facility (GEF) has been set up to assist developing countries and countries with economies in transition in their implementation of the treaty, and in particular the development of NIPs.
