Development of an
International Legally Binding Instrument |

The 19th session (February 1997) of UNEP's Governing Council requested the Executive Director to prepare for and convene an intergovernmental negotiating committee, with a mandate to prepare an international legally binding instrument for implementing international action initially beginning with twelve specific persistent organic pollutants. The Governing Council also noted the need to develop science-based criteria and a procedure for identifying additional persistent organic pollutants as candidates for future international action and requested the intergovernmental negotiating committee to establish an expert group (CEG) to carry out this work. At its 20th session, The Governing Council welcomed the progress in the preparation of an international legally binding instrument for implementing international action on certain organic pollutants and invited the intergovernmental negotiating committee to continue its work with a view to the conclusion of a legally binding instrument by the year 2000. Also at its 20th session, the Governing Council called upon governments as well as non-governmental organizations to consider providing financial contributions for further negotiations of an international legally binding instrument for implementing international action on certain organic pollutants, particularly through the POPs Club.
