*The text of this document that was posted here in late January 2001 was unfortunately not identical to the official hardcopy version of the document sent from Nairobi at the same time. The only difference between the two versions occurred on page 15, in the second line of the chapeau of paragraph 1 bis (b) of Article D where the version posted on this Internet site inadvertently omitted the words "specific exemption or" before "acceptable purpose". This is an error that only effects the English version of the document. The version posted here in late January has now been replaced with the identical official document that was sent from Nairobi.
